All IC agencies report directly to the DNI. The DNI also serves, upon invitation, as an advisor to the president of the United States, the National Security Council and the Homeland Security Council on all intelligence matters. The DNI, supported by the Office of the Director of National Intelligence (ODNI), produces the President's Daily Brief (PDB), a top-secret document including intelligence from all IC agencies, handed each morning to the president of the United States.President George W. Bush strengthened the role of the DNI on July 30, 2008, with Executive Order 13470, which, among other things, solidified the DNI's authority to set goals for intelligence gathering and analysis and to set policy for intelligence sharing with foreign agencies and for the hiring and firing of senior intelligence officials. The DNI was given further responsibility for the entire IC's whistleblowing and source protection by President Obama via Presidential Policy Directive 19 on October 10, 2012. Under 50 U.S.C. § 3026, "under ordinary circumstances, it is desirable" that either the director or the principal deputy director of national intelligence be an active-duty commissioned officer in the armed forces or have training or experience in military intelligence activities and requirements.

CIA is the first line of defense for the United States. We collect and analyze intelligence to further national security and preempt threats.
National intelligence agency of the United States. The Central Intelligence Agency (CIA; ), known informally as the Agency and historically as the company, is a civilian foreign intelligence service of the federal government of the United States, officially tasked with gathering, processing, and analyzing national security information from around the world, primarily through the use of human intelligence (HUMINT) and conducting covert action. As a principal member of the United States Intelligence Community (IC), the CIA reports to the Director of National Intelligence and is primarily focused on providing intelligence for the President and Cabinet of the United States. Following the dissolution of the Office of Strategic Services (OSS) at the end of World War II, President Harry S. Truman created the Central Intelligence Group under the direction of a Director of Central Intelligence by presidential directive on January 22, 1946, and this group was transformed into the Central Intelligence Agency by implementation of the National Security Act of 1947. Unlike the Federal Bureau of Investigation (FBI), which is a domestic security service, the CIA has no law enforcement function and is mainly focused on overseas intelligence gathering, with only limited domestic intelligence collection. The CIA serves as the national manager for HUMINT, coordinating activities across the IC. It also carries out covert action at the behest of the President.

While the institution is formally a unit of Stanford University, it maintains an independent board of overseers and relies on its own income and donations. It is widely described as a conservative institution, although its directors have contested its partisanship. In 1919, the institution began as a library founded by Stanford alumnus Herbert Hoover prior to his presidency in order to house his archives gathered during the Great War. The Hoover Tower, an icon of Stanford University, was built to house the archives, then known as the Hoover War Collection (now the Hoover Institution Library and Archives), and contained material related to World War I, World War II, and other global events. The collection was renamed and transformed into a research institution and think tank in the mid-20th century.

U.S. federal law enforcement agency. The Federal Bureau of Investigation (FBI) is the domestic intelligence and security service of the United States and its principal federal law enforcement agency. Operating under the jurisdiction of the United States Department of Justice, the FBI is also a member of the U.S. Intelligence Community and reports to both the Attorney General and the Director of National Intelligence. A leading U.S. counterterrorism, counterintelligence, and criminal investigative organization, the FBI has jurisdiction over violations of more than 200 categories of federal crimes.Although many of the FBI's functions are unique, its activities in support of national security are comparable to those of the British MI5 and NCA; the New Zealand GCSB and the Russian FSB. Unlike the Central Intelligence Agency (CIA), which has no law enforcement authority and is focused on intelligence collection abroad, the FBI is primarily a domestic agency, maintaining 56 field offices in major cities throughout the United States, and more than 400 resident agencies in smaller cities and areas across the nation. At an FBI field office, a senior-level FBI officer concurrently serves as the representative of the Director of National Intelligence.Despite its domestic focus, the FBI also maintains a significant international footprint, operating 60 Legal Attache (LEGAT) offices and 15 sub-offices in U.S. embassies and consulates across the globe. These foreign offices exist primarily for the purpose of coordination with foreign security services and do not usually conduct unilateral operations in the host countries.
