National intelligence agency of the United States. The Central Intelligence Agency (CIA; ), known informally as the Agency and historically as the company, is a civilian foreign intelligence service of the federal government of the United States, officially tasked with gathering, processing, and analyzing national security information from around the world, primarily through the use of human intelligence (HUMINT) and conducting covert action. As a principal member of the United States Intelligence Community (IC), the CIA reports to the Director of National Intelligence and is primarily focused on providing intelligence for the President and Cabinet of the United States. Following the dissolution of the Office of Strategic Services (OSS) at the end of World War II, President Harry S. Truman created the Central Intelligence Group under the direction of a Director of Central Intelligence by presidential directive on January 22, 1946, and this group was transformed into the Central Intelligence Agency by implementation of the National Security Act of 1947. Unlike the Federal Bureau of Investigation (FBI), which is a domestic security service, the CIA has no law enforcement function and is mainly focused on overseas intelligence gathering, with only limited domestic intelligence collection. The CIA serves as the national manager for HUMINT, coordinating activities across the IC. It also carries out covert action at the behest of the President.

Bush strengthened the role of the DNI on July 30, 2008, with Executive Order 13470, which, among other things, solidified the DNI's authority to set goals for intelligence gathering and analysis and to set policy for intelligence sharing with foreign agencies and for the hiring and firing of senior intelligence officials. The DNI was given further responsibility for the entire IC's whistleblowing and source protection by President Obama via Presidential Policy Directive 19 on October 10, 2012. Under 50 U.S.C. § 3026, "under ordinary circumstances, it is desirable" that either the director or the principal deputy director of national intelligence be an active-duty commissioned officer in the armed forces or have training or experience in military intelligence activities and requirements.

Department of the United States government. The United States Department of Veterans Affairs (VA) is a Cabinet-level executive branch department of the federal government charged with providing lifelong healthcare services to eligible military veterans at the 170 VA medical centers and outpatient clinics located throughout the country. Non-healthcare benefits include disability compensation, vocational rehabilitation, education assistance, home loans, and life insurance. The VA also provides burial and memorial benefits to eligible veterans and family members at 135 national cemeteries. While veterans' benefits have been provided by the federal government since the American Revolutionary War, a veteran-specific federal agency was not established until 1930, as the Veterans Administration. In 1982, its mission was expanded to include caring for civilians and people who were not veterans in case of a national emergency.
