Voting rights activist Medgar Evers was assassinated inside his home in Mississippi on June 11. These events galvanized private lawyers to call for officials to commit to the rule of law. These events also prompted President Kennedy to call for private lawyers to do more to defend the civil rights of Black citizens, with Evers' assassination amounting to the last straw.

. The Brennan Center for Justice at New York University School of Law (NYU Law) is a nonprofit law and public policy institute. The organization is named after Supreme Court Justice William J. Brennan Jr. Generally considered liberal, the Brennan Center advocates for a number of progressive public policy positions, including raising the minimum wage, opposing voter ID laws, and calling for public funding of elections. The organization opposed the U.S. Supreme Court's ruling in Citizens United v. FEC, which held that the First Amendment prohibits the government from restricting independent political expenditures by nonprofits.The organization's stated mission is to "work to hold our political institutions and laws accountable to the twin American ideals of democracy and equal justice for all." Its president is Michael Waldman, former speechwriter for President Bill Clinton.

The Crown Prosecution Service (CPS) is the principal public agency for conducting criminal prosecutions in England and Wales. It is headed by the Director of Public Prosecutions. The main responsibilities of the CPS are to provide legal advice to the police and other investigative agencies during the course of criminal investigations, to decide whether a suspect should face criminal charges following an investigation, and to conduct prosecutions both in the magistrates' courts and the Crown Court. The Attorney General for England and Wales superintends the CPS's work and answers for it in Parliament, although the Attorney General has no influence over the conduct of prosecutions, except when national security is an issue or for a small number of offences that require the Attorney General's permission to prosecute.
